Unless I'm reading it wrong, it seems like it's a state court, so isn't the court order / judge out of his jurisdiction since many if not all of the entities are out of state?

Based on their website, there's nothing there that excites me if I wanted to outsource a project. For them to go to this trouble, they must be motivated but it's sure not driven by their site.
