Is there some agent that causes the registry to revert?

This question is suggested by the previous question on Windows shutdown.

I set up the network at my daughter's workplace, something I've only done once before.  Everything was working when I left, but when they rebooted the cmputers, they couldn't see each other anymore.

One thing I had done was to change the computers workgroup name so they agreed with each other.  I don't know if that's stored in the registry, but it makes sense that it would be. 

Is there some software policeman in there that undoes "unauthorized" registry changes?  Maybe Norton security or something like that?  I did a search online, and there were lots of people asking similar questions to mine, about workgroup name reversion, but the answers from Microsoft MVPs were kinda vague and unsatisfying.

Do they use a firewall product ?   E.g Are ports 139 and others (netbios) blocked so no network browsing is allowed ?

Is this a workgroup or a domain ? 

Domain policies can supercede local ones... or visa versa...

Thanks.  The problem went away.  So I can't try to solve it.  Hmmm.....
