In Internet Explorer 9 the same function is called "InPrivate Browsing" (Tools | InPrivate Browsing.)

In Firefox this function is called "Start Private Browsing" (Tools | Private Browsing).

In both IE and FF the shortcut key is Ctrl+Shift+P.

This would be a quick, non destructive way for W.M. to test whether cookies are messing up his access of a site.
