What is missing from the story is the optic nerve.  Do these 'anywhere' eyes connect back to the brain ? That would be a really neat trick.  However this is amazing :

They can make an 'eye' form anywhere on the body.

When they get to the point of making the eye extrude itself on a stalk, my husband will run screaming for divorce court.  I've tormented him many a time wishing for eyestalks.  (You can peek around corners, what's cooler than that?)   ;D

This sounds like it's in the same category as Scott Adam's The Dilbert Future where he predicted pranks by sealing each other's butts shut with the kind of instant suture device that they had on Star Trek.
